Denmark, which holds the presidency of the EU Council of Ministers this autumn, had hoped to conclude the discussions in time for Christmas. However, the member states' views on the matter differ far too much from what the EU Parliament wishes.
For example, the countries want to raise the limit for when you are entitled to delay compensation from three hours to at least five or six.
Parliament reacts with anger.
"We cannot allow air passenger rights to be restricted by member states. . . The Council was also reluctant to accept our proposal for free hand luggage, in a standard format," writes German liberal MEP Jan-Christoph Oetjen in a press release.
New attempts to reach an agreement are now delayed until next year.
