The Government is now proposing a new travel guarantee system. The foundation is a travel guarantee fund, which is to be built up with fees that travel organizers pay corresponding to 0.6 percent of the value of the sold package trip.

When the fund reaches 1.5 billion kronor, the final goal has been reached and the new rules can begin to apply in full, says Minister for Civil Affairs Erik Slottner (KD).

However, he cannot answer when the fund will reach its goal.

Today's travel guarantee system is based on the travel organizers arranging an individual travel guarantee for their travelers. Travelers get their money back for purchased package trips if the organizer goes bankrupt. But if a trip is cancelled due to, for example, a pandemic, forest fires or ash clouds and the travel organizer then goes bankrupt, the travel guarantee does not apply.

The pandemic exposed vulnerabilities in the system. Trips were cancelled and many travelers had to wait a long time to get their money back and some did not get any money at all, says Slottner.

Such gaps are filled with the new system. In addition, vouchers or discounts that travelers have received as compensation for a cancelled trip will also be covered by the travel guarantee if the travel organizer goes bankrupt.
