It is clear that many become a little disheartened, says Ayla Yavuzalp, chairman of the association of Sweden's Independent Breweries.

She is rejoicingly happy about the change. Now it is new ground being broken, and it is something that brewers have fought for a long time.

But she herself is hesitant. In the municipality of Sundsvall, where she runs a brewery, it has not been possible to get information about what it will cost to apply or how long the processing time will take.

Abstaining from applying

The fee can vary depending on the municipality, between approximately 3,000 kronor and up to almost 19,000 kronor, according to the association's communicator Robert Andersson. He has asked 56 member companies if they plan to start farm sales.

Only 18 responded yes, 15 are waiting, and 23 are abstaining from applying.

Linköping and Höganäs are two municipalities that promise to be as quick as possible. There, those who want to apply can take the required knowledge test already on Sunday morning.

The test is corrected simultaneously. We have our officials on hand to issue permits, and then the police have promised to be here too, as they will also give an opinion, said Peter Schölander, M-municipal councilor in Höganäs.

Other municipalities have warned of very long processing times.

I just spoke with a farmer in Halmstad. They are counting on four months, says Sveneric Svensson, of Swedish Wine.

"As similar as possible"

In Stockholm, the times when farm sales are allowed have sparked a debate. Here, it is only allowed during Systembolaget's opening hours, despite the fact that according to the Public Health Agency's regulations, it is possible to allow farm sales between 10 am and 8 pm all weekdays.

The legislation that the Riksdag has produced leaves certain questions to the municipalities, says the Public Health Agency's chief lawyer Bitte Bråstad.

Farm sales are allowed during a six-year trial period, and the Public Health Agency has been tasked with following up on how it works. Then, among other things, the differences between different municipalities will be examined.

Our task is to make it as similar as possible and legally secure, says Bitte Bråstad.
