Footage posted on social media shows flames and large clouds of smoke billowing over the city. "The fire from yesterday's Ukrainian attack on the city's pumping station was still raging when a long-range drone attack hit Lukoil's Perm refinery," wrote Ukrainian Euromaidan Press.
Perm is located 1,500 kilometers from the front line in Ukraine. The refinery is one of Russia's largest and can process 13 million tons of fossil fuel a year.
