Moderate Party Proposes Life Sentences for Particularly Serious Rape

The Moderate Party wants municipalities to be able to employ special security guards to increase safety on streets and squares. The party will also work for life imprisonment for particularly serious rapes.

The Moderate Party congress decided on Friday on several new proposals in the legal area, which the party will go to the election with. In a few cases, the congress went further than what the party board had thought from the beginning.

Minister of Justice Gunnar Strömmer (M) describes it as "North Korean unity" prevailing on law policy.

The Youth League MUF got heard that the party should work to introduce a new crime, particularly serious rape. The one who commits such a crime should be able to be punished with life imprisonment.

A rape that includes everything except that a life is extinguished, will be able to lead to the rapist being able to sit inside until his life is extinguished, says the delegate Linda Obiedzinski from Skåne, in the debate.

"A signal"

The government has previously opened up for the fact that the one who commits several serious rapes should be able to be sentenced to life. With the new proposal, it is enough with such a particularly serious crime.

We see that there is room for further tightening in this issue, says Strömmer.

The congress also went further than what the party board originally proposed when it backed that contact bans should also be able to be issued preventively, especially to protect women, before a threatening and harassing man has committed a crime.

New security guards

As expected, the congress backed the party board's proposal that municipalities should be able to employ a new type of security guards, security guards, with greater powers and better equipment to maintain public order in an entire municipality.

For a long time, there has been a desire from Moderates in the municipalities to establish a municipal order police. Several speakers at the congress testified to dissatisfaction with too poor police presence locally and with the fact that the police suddenly have to send resources to another city due to a serious violent crime.

We in Skåne have long fought for real municipal order police and we still want that, but we are willing to try the proposal on security guards, says delegate Christian Sonesson.

The security guards will operate over the entire municipality's geographical area. They will have longer training than regular security guards and batons, handcuffs, and pepper spray as standard equipment. Electric guns and firearms can be considered after assessment by the police.

The security guards will have extended powers to apprehend and transport persons.

Introduce municipal security guards to maintain public order.

Extend the training of regular security guards and give them the right to study grants.

Allow municipalities to have greater responsibility for maintaining local order regulations with fees and fines, instead of police fines.

Police and municipal security guards should be given the right to immediately evict obviously illegal settlements without prior notification from the landowner.

Introduce a new crime, particularly serious rape, with life imprisonment in the penalty scale.

Contact bans should be able to be issued for preventive purposes.

Extend the maximum time for contact bans.

Investigate whether the patient fee should be removed for women who seek care after rape.

Introduce a forfeiture fund where forfeited crime profits are used to support victims of crime and crime prevention work.
