The incident took place as Omar was speaking during a meeting at Minneapolis City Hall on Tuesday, local time.
The man was tackled to the ground and then taken away, after which Omar continued to speak, seemingly unharmed.
Omar has previously endured harsh words from President Donald Trump, who made remarks about Somalis in her home state of Minnesota in December.
"Ilhan Omar is a piece of trash... Her friends are trash," Trump said at the time.
Omar, who was elected to the House of Representatives in 2018, fled the war in Somalia and came to the United States as a teenager. She became a U.S. citizen 25 years ago.
