The man has been given a suspended sentence for harassment and unlawful threats, the Svea Court of Appeal says. The ruling by Solna District Court is upheld.
In January, the man left a basket of apples painted with Adolf Hitler's face outside the home of Migration Minister Johan Forssell (M). The following day, a mannequin depicting an IS terrorist was placed outside the home of Development Cooperation Minister Benjamin Dousa (M).
The 43-year-old was convicted of harassing Forssell and making unlawful threats against Dousa.
"As the District Court says, it is significant that the man, through his reckless and threatening actions, has crossed the line between the ministers' private and public roles. The Court of Appeal also fully supports the District Court's reasoning that the acts do not fall within the scope of freedom of expression and freedom of assembly," says Court of Appeal Judge Åsa Bokström in a comment.
The man is linked to the activist group Rojava Committees, which sympathizes with the Kurds in Syria, among other places. According to the group, the actions were a protest against the government's support for the Islamist regime in Syria.
He admitted placing the objects but denied committing any crime, saying he believed his actions were protected by freedom of expression and freedom of assembly.
