The proposal from Russian President Vladimir Putin came as a response to Saturday's demands from Kyiv and European allies for a 30-day ceasefire starting on Monday.
But Putin's counterproposal is not enough, according to Macron, who believes that Putin is trying to buy time.
An unconditional ceasefire is not preceded by negotiations, he says in the Polish city of Przemysl after Saturday's trip to Ukraine.
Germany's Federal Chancellor Friedrich Merz also notes that Putin's proposal is a good first step, but that it "falls short by a long way".
"Talks cannot begin until the guns have fallen silent", Merz writes on X.
Poland's Prime Minister Donald Tusk writes in a statement that the world is now waiting for "a clear decision on an immediate and unconditional ceasefire".
According to US President Donald Trump, work continues with both Ukraine and Russia to end the war.
"Think of the hundreds of thousands of lives that will be saved when this endless 'bloodbath' hopefully comes to an end... I will continue to work with both sides to ensure that it happens", he writes on his platform Truth Social.
