Sweden and Finland have jointly proposed a ban on providing services to and receiving all ships transporting Russian energy. They also want to restrict the inflow of Russian fertilizer and all EU exports of luxury goods.
The proposals are part of what the European Commission is currently considering presenting to EU countries. The goal is to agree on a 20th sanctions package in time for the fourth anniversary of the renewed outbreak of war on 24 February.
In parallel, Estonia wants to see a future entry ban for anyone who fought for Russia in Ukraine.
"We are talking about criminals, rapists, really bad people. We must blacklist them and stop their entry now," Foreign Minister Margus Tsahkna urged on his way to an EU meeting last week.
