The opposition had agreed on joint reservations against two important proposals in the bill.

The bill also contains the government's solution to the so-called teenage expulsions. Anyone who is under 21 years of age and has previously been granted a residence permit due to a connection as a child, but who has turned 18, should be able to be granted a residence permit.
The new terms and conditions will enter into force on October 1, 2026.
