Kristersson Announces Lowering of Criminal Responsibility Age

Prime Minister Ulf Kristersson (The Moderate Party) promises continued high reform pace until the election. The age of criminal responsibility will be lowered, mobile phones will be prohibited throughout the school day and benefit caps will be introduced.

Step by step, our country is now becoming safer and more successful, said Kristersson when he read out his government declaration in the parliament.

But he also stated that a long way remains and that a long series of legislative proposals will be presented before the election next autumn.

The pace of reform will continue to be high.

Kristersson announced that the age of criminal responsibility will be lowered. The government has so far considered whether the limit should be lowered from 15 to 14 years. However, the police, prosecutors, and courts have warned that even younger children may be recruited by the gangs.

Mobile phones prohibited

A large number of proposals regarding school will be presented in the spring. Among other things, mobile phones will be prohibited throughout the school day from 1 July 2026.

Another announcement was that language requirements for staff in elderly care will be introduced from 1 July 2026.

Kristersson also pointed out integration as the next major task after migration has been tightened.

One learns the Swedish language, supports oneself and becomes a part of the Swedish community of values, he said.

To increase the incentives for working, a benefit reform, including a benefit cap, will be implemented. Three proposals on this will come in the spring.

A wind power package will be presented with strengthened incentives for municipalities and compensation for nearby residents.

The government declaration ended with the fact that the "journey of change" towards a safer and more successful Sweden spans far more than one electoral period.

We are entering the election year ready to continue that journey, said the Prime Minister.
