"It was a clear message to the Western world. But we should do the opposite and show that we are there for Ukraine and that we are not afraid," Kallas said on his way to a major meeting on Arctic issues in Rovaniemi in northern Finland on Monday morning.
Several former high-ranking Western leaders were on other trains near the explosion on Sunday, including Carl Bildt (M), but also Finland's former prime minister Sanna Marin and Britain's former prime minister Boris Johnson.
However, no one was injured in the drone attack, which Johnson said hit "a stationary locomotive".
