This is stated in a letter to the UN Secretary-General published on Sunday.
"We hereby officially request that the Security Council recognize that the Israeli regime and the USA initiated the aggression and acknowledge that they therefore bear the subsequent responsibility", the letter from Iran's Foreign Minister Abbas Araghchi reads.

Israel launched its attacks on Iran on the night of June 13, with the stated aim of preventing Iran from developing nuclear weapons. Iran responded with drone and missile attacks on Israel. After nine days of war, the US Air Force and Navy carried out a series of attacks on Iran's nuclear facilities. A few days later, a ceasefire was declared and both sides declared themselves victors.
Neither Iran nor Israel are members of the Security Council, where the USA has a permanent seat.
