A so-called child protection investigator is to be appointed to review the rules governing sexual offences and child pornography offences. Among other things, penalties and crime classifications will be reviewed.
It is one of our darkest and most serious social problems. No child should have to be subjected to abuse. When what should not happen does happen, the reaction from surrounding society must be powerful, and in our opinion more powerful than is the case today, says Justice Minister Gunnar Strömmer (M) at a press conference.
The investigator will also present proposals on voluntary chemical castration, and whether such treatment could become a requirement for conditional release.
We want the investigator to see whether there is scientific support that such treatment can reduce the risk of relapse and, if so, in which situations it would be appropriate, says Strömmer.
In addition, the statute of limitations for all sexual crimes against children will be reviewed. The investigator will also be tasked with reviewing whether it should be easier for individuals and authorities to access information about such crimes.
The inquiry is due to submit its proposals in November 2028.
