”The over 300 children and young people that the investigation has gathered information from unfortunately have a distinctly negative view of the hvb they have been cared for at. Only 52 percent think that all the hvb they have been to have been good and helped them, and every third person answers that they have not felt safe at all the homes”, writes Holgersson in a debate article in Dagens Nyheter.
Holgersson sees a need for a comprehensive reform of institutional care for children and young people. The investigation therefore proposes that a new placement form should be introduced and that the new homes should be divided into three categories: homes for children and parents, general homes and specialized homes.
”Hvb should from now on only be for adults”, he writes.
The investigation is submitted to the Minister for Social Services Camilla Waltersson Grönvall (The Moderate Party) on Monday.
Today's hvb (homes for care or accommodation) are institutions for children and young people with social problems or for people with addiction problems.
