Investigator Proposes Doubling Conscripts' Daily Allowance

The daily allowance for conscripts is increased from 146 to 288 kronor. Former professional officers and reserve officers will be able to be called in until the year they turn 70, an increase from today's 47 years.

These are some of the proposals that the government's investigator on the terms for military personnel, conscripts and employees, Major General Roland Ekenberg, is now presenting.

Our starting points are of course that we are in a growth and buildup situation and that we have an environment where Europe is at war, says Ekenberg at a press conference where he hands over the investigation with the title "Ready!" to Minister of Defense Pål Jonson (The Moderate Party).

The investigation has looked at how the use of personnel resources in various ways can be improved in order to strengthen the defense's endurance and availability. The focus has, according to Ekenberg, been on measures that can be implemented quickly and without major investigations.

Eroded value

The daily allowance for conscripts has been 146 kronor per day since 2017, despite the fact that inflation has since eroded the value of the compensation. The Moderate Party proposed in the spring that it should at least be increased to just under 190 kronor, which would compensate for inflation.

Roland Ekenberg proposes an increase to 288 kronor, equivalent to almost doubling the current level.

These things increase popular support and confidence in the system, in my view, says Ekenberg at the press conference.

The increase in daily allowance to 288 kronor per day from July 2026 would cost the state treasury 670 million kronor more than today, according to the investigator.

Quick measures

He further proposes that those who have previously been professional officers or reserve officers should have conscript duty until the year they turn 70. Today, this obligation ceases the year they turn 47. Ekenberg motivates his proposal with the Swedish Armed Forces' increasing need for officers.

We want to utilize the competence that an officer has acquired during their education and service.
