If Austria, which is third in the standings, beats Germany later on Saturday, the United States will not be able to catch Austria for a place in the quarterfinals either.
Latvia's goalie Kristers Gudlevskis made 45 saves. Sandis Vilmanis scored two empty-net goals in the final period as the U.S. tried to catch up.
