The proposal failed by a vote of 212-219 in the Republican-led chamber, the AP reports.
Republican Thomas Massie and Democrat Ro Khanna are behind the proposal. If the House had voted yes, the president would have been forced to seek congressional approval to continue the war against Iran.
The Senate held a similar vote on Wednesday. The proposal also failed there, largely along party lines.
The Trump administration has been criticized for attacking Iran without congressional approval.
