Criminalizing the resistance, its weapons, and those who have been behind it is something we should not accept, said Khaled Mashal in a speech in the Qatari capital Doha.
Hamas said no to "tutorship" and all forms of foreign intervention, according to Mashal.
He is the acting leader of Hamas's ruling politburo, which is designated a terrorist organization; several leading figures have been killed during the war with Israel.
A second phase of the US-brokered ceasefire agreement calls for disarmament in the Gaza Strip. Hamas has consistently opposed this, but has opened the door to options under which the weapons are transferred to a new Palestinian government.
