Government proposes extra funding for SVT and SR to cover higher terrestrial network costs

The terrestrial network is an incredibly important part of Sweden's security and defence, says Minister of Culture Parisa Liljestrand (M) to TV4.

On January 12, TV4 withdrew from the terrestrial network, the system that broadcasts television and radio to rooftop antennas.

This meant that SVT and SR had to pay hundreds of millions of kronor more to broadcast, and led, among other things, to SVT being forced to cut back on news and social media coverage.

Unclear when

How much money it will be depends on how much public service loses due to the more expensive terrestrial network, and this must be investigated, according to Parisa Liljestrand.

The government now has four different options - 25, 50, 75 or 100 percent of the estimated cost increase.

100 percent would correspond to 383 million for SVT for 2026 and 2027.

The amounts are based on the requests we have received from the companies, says Liljestrand according to TV4.

It is unclear exactly when SVT and SR will receive the money, but all consultation responses should have been received by September 30 and then the government will decide on the alternatives.

Lagercrantz: "Not new money"

SVT's CEO Anne Lagercrantz thinks it's good that things are moving, but also believes that the news comes late.

We have been flagging these expenses for a very long time and have had to pay the increased Teracom bills from January this year. For SVT, it is 192 million more per year. So these are very large costs, she tells TT.

Lagercrantz now assumes that SVT will be compensated 100 percent for the estimated cost increase, as the eight parliamentary parties have previously supported the bill and investigation.

- It is important to remember that this is not new money for SVT's offering, but compensation for extraordinary additional costs, says Anne Lagercrantz, and that uncertainty still remains until a decision is made in parliament.

TT: Could the latest cuts have been avoided?

Full compensation reduces the pressure on SVT, but we would have had to save anyway. If we get full compensation, I see three paths forward. It is to save to have a long-term stable budget, alleviate the most painful effects of the savings package and invest in the direction of the strategy. So then it is save, alleviate, invest. But again, we do not know what this proposal will be, says Anne Lagercrantz.

SEK 383 million for SVT and SEK 82 million for SR, which corresponds to the entire estimated cost increase for 2026 and 2027 (alternative 1).

SEK 287 million for SVT and SEK 62 million for SR, which corresponds to approximately 75 percent of the estimated cost increase for 2026 and 2027 (alternative 2).

SEK 192 million for SVT and SEK 41 million for SR, which corresponds to approximately 50 percent of the estimated cost increase for 2026 and 2027 (alternative 3).

SEK 96 million for SVT and SEK 21 million for SR, which corresponds to approximately 25 percent of the estimated cost increase for 2026 and 2027 (alternative 4).
