The medical certificate is not just a piece of paper, it is the key to the gate of our welfare system, says Minister for Elderly and Social Insurance Anna Tenje (M).

No permit is required to operate most healthcare businesses. The government's investigator will examine whether the rules should be tightened to reduce the number of incorrect payments within the welfare system.

Minister for Elderly and Social Insurance Anna Tenje sees it as an important step in the fight against welfare crimes and to increase patient safety.

Most doctors are everyday heroes, but we also know that there are many unscrupulous and criminal actors who use very advanced criminal schemes to plunder our common resources.

The investigation will also map out how regions can gain access to information from private healthcare providers and strengthen the work against fake medical certificates, as well as whether the Health and Social Care Inspectorate (IVO) should be given extended powers in its supervision of the rapidly growing sector for aesthetic treatments.

The investigation is to be presented no later than October 12, 2026.

A corresponding investigation for the private dental care sector was launched in February.
