The Government raises the requirements for education of staff at HVB homes. In six years, everyone will have at least a two-year post-secondary education.

Government Increases Education Requirements for HVB Home Staff

The alarms about deficiencies and misconduct at HVB, where young people in need of treatment and care live, have been many.

To improve the conditions, the government has now decided on an amendment to the Social Services Ordinance. It involves higher demands on academic education relevant to social work, social pedagogy, behavioral science, or similar.

We need personnel who are well-educated, says Social Services Minister Camilla Waltersson Grönvall (M).

Today, we see many who work at HVB with a high school education.

Waltersson Grönvall points out that many of the young people at HVB homes have special needs and have been exposed to abuse or had a broken upbringing in other ways.

Then, the education of the personnel must also better meet what one has the right to demand as a child in social care, she says.

According to the Ministry of Social Affairs, about 74 percent of the personnel at HVB homes have education in line with the new requirements.

To avoid a shortage of personnel, HVB homes are now given six years to map out how many need further education and ensure they receive the correct education.

The government will present a special initiative that means personnel at HVB homes will be able to educate themselves on 25 percent of their working time.
