Monday's visit was halted due to the conflict situation in Lebanon, according to a statement from the minister's office.
"Following the ongoing assessment of developments in the rapidly escalating situation in Beirut, the decision was made for military reasons," it said.
Earlier on Monday, Israeli Prime Minister Benjamin Netanyahu ordered renewed attacks on southern Beirut.
Reem Alabali Radovan, Minister for Economic Cooperation and Development, was due to visit Lebanon with Norway's Minister for Development Cooperation, Åsmund Aukrust. The visit was intended to assess the humanitarian situation and meet people displaced by the war between Israel and Hezbollah.
