The new law is to replace the legislation adopted last year, which led to widespread demonstrations, condemnations from the West, and a veto from the then president. Critics accused the government of targeting its opponents with rules inspired by Russian tactics to suppress dissent.
The new law, copied from the USA, means that lobbyists and lawyers must register if they work on behalf of foreign interests. It does not cover media organizations.
"With the adoption of this law, all misleading accusations that Georgian laws do not meet international standards will cease", says Parliament Speaker Sjalva Papuasjvili on Tuesday.
The law is to be signed by President Micheil Kavelasjvili.
