Chairman Jörgen Berglund notes that there are "a number of differing opinions", but that all eight parties support the report as a whole.
"It is a statement of strength," he says at a press conference.
Berglund points to unpredictable and harsh rhetoric from Donald Trump's administration in the United States, which means that European NATO countries must take greater responsibility for the conventional defence of Europe.
"Europe's relationship with the United States has changed," he says.
According to the Defence Committee, there is a risk of rapid deterioration in the security policy situation.
"An armed attack against Sweden or our allies cannot be ruled out. It also cannot be ruled out that military means of force or threats of such may be used against Sweden or our allies," the committee writes in its report.
Delivery delays
The geopolitical power struggle has intensified since the defence decision was adopted in December 2024 – with noticeable consequences both globally and in Sweden's immediate vicinity, according to the report.
"Several states, both regionally and globally, are openly violating international norms and parts of the rules-based world order. Multilateral cooperation and institutions are being undermined," the committee writes.
In the report, the Defence Committee presents a number of proposals to remove obstacles to the supply of materiel in large volumes before and during an ongoing war.
An adapted risk distribution between the state and defence companies could be a tool. The committee also proposes possible guarantees or loans to Swedish companies.
At the same time, the committee raises problems with delivery delays.
“Lack of competence”
"Quality deficiencies and lack of competence in the defence industry must be addressed by suppliers, and the supplier base needs to be broadened by FMV (Defence Materiel Administration) to reduce the risk of supply disruptions," the committee writes.
"The Defence Committee assesses that there may be reasons to review whether more extensive breaches of contract should have negative consequences for the defence industry, and to instruct FMV to improve its forecasting tools," the committee adds.
In its analysis of the threat landscape, the Defence Committee highlights hybrid threats and attacks from Russian actors. According to the committee, Russia is showing "increasing risk-taking and recklessness."
"Sweden's resilience must be further strengthened. This requires that the capabilities of both civil and military defence continue to increase rapidly."
The Defence Committee is a forum for consultations between the government and representatives of the political parties in the Riksdag. The aim is to reach as broad a consensus as possible on how Sweden's defence and security policy should be designed.
