Fraud with municipalities' health care grants

There are major deficiencies in the Epassi service, which many municipalities use to manage their employees' health promotion benefits, according to an investigation by P4.

When P4's reporters contacted 100 salons in 30 municipalities connected to the Epassi service, half of them were willing to perform beauty treatments and register them as health care. It is not allowed to use health care funds for beauty treatments such as nail or eyelash extensions.

At least 100 municipalities are connected to Epassi and many leave the management of the health care allowance to them.

According to P4, there are three forms of fraud - paying for a health care treatment but instead receiving a beauty treatment, entering an arbitrary amount in the app and choosing any treatment, or paying for a gift card that can then be used to purchase a beauty treatment.

Epassi's CEO Åsa Severgårdh has declined an interview with the radio but the company states that it is regrettable that their platform is being exploited in a wrongful manner and that they need to improve their control of certain suppliers they collaborate with.

To address this, the company has hired a person to conduct spot checks and has initiated a dialogue with the police.
