Dipke and two other leaders of the movement were arrested when they landed in the Indian capital, New Delhi, on Saturday.
The movement plans to demonstrate throughout the day to express its dissatisfaction with a controversial change to the electoral roll and to demand the resignation of Chief Electoral Officer Gyanesh Kumar, whom the opposition says is preventing millions of eligible voters from voting.
Thousands of demonstrators are expected at the protest site, but the authorities have imposed extensive restrictions, including shutting down the mobile network.
