All individuals with a driver's license from an EES country (see the list of EES countries at the bottom of the article) can exchange their license for a Swedish one. There are a few countries outside of the EES countries where you can exchange your license from, and they are the United Kingdom, the Faroe Islands, Switzerland, and Japan. [1]

Applying for an Exchange to Transportstyrelsen

How do you receive your new license and pay for it?

Once the Transport Agency approves your application, you will receive a payment card for the production of your new license. Then, you visit the Swedish Transport Administration's driver's license office to take a photo and provide your signature. You must bring a valid ID document. Once your license is produced, it will be sent to you by registered mail (REK) to a postal agent.

Can you drive while the exchange is taking place?

It is up to the police to decide whether you can drive while exchanging between two licenses. The recommendation is to have a copy of your foreign driving license and a valid ID document when driving, as it is mandatory to always carry your license when driving.

How long can you drive with a foreign license?

If you have a valid driver's license from a non-EES country, you can drive in Sweden if you have not been registered in Sweden for more than a year. The exception is the United Kingdom and the Faroe Islands.
