Europe has taken over Ukraine support after US withdrawal in 2025

Europe was almost alone in providing military, financial and humanitarian support to Ukraine last year after the US withdrawal, according to a report from the German research center, the Kiel Institute.

When the US almost completely cut off aid to Ukraine in 2025, Europe took over and filled almost the entire void that arose, the report shows. It compares aid in 2025 with the annual average for 2022–2024: the report

Military support from Europe increased by 67%, and financial and humanitarian support increased by 59%. However, total military support from outside sources fell by 13%, while financial and humanitarian support fell by 5%.

Europe is defined as the EU plus Iceland, Norway, Switzerland and the UK. Other countries, including Australia and Canada, accounted for a smaller share of the aid.
