The message to Sweden, France, Germany, Austria, Italy, Denmark, the Netherlands, Slovenia and Norway is that the tightened external controls introduced by the EU's asylum and migration pact are sufficient to maintain order.
"We are rolling out the most modern border management system in the world. With these conditions in place, member states can start phasing out controls at their internal borders," writes Home Affairs Commissioner Magnus Brunner in a press release.
EU rules allow for the reintroduction of internal border controls, although they are clearly stated to be temporary. Yet Sweden and several other countries have had controls in place for years, citing, among other things, terrorist threats and refugee flows.
