The app has been tested by a number of EU countries since last year and will soon be available to everyone, Commission President Ursula von der Leyen said at a press conference in Brussels.
"It is the parents who should raise the children - not the platforms," von der Leyen said.
She compares the new app to the one the EU developed during the coronavirus pandemic, which allowed people to quickly show that they had recently been tested and were healthy. According to von der Leyen, the new app meets "the highest privacy requirements in the world."
The debate over young people's lives online has led several EU countries to introduce stricter age limits. Whether EU-wide regulations are also needed is currently under review and is expected to be completed by this summer.
