There is a shortage of blankets and warm clothing, there is not much firewood to burn with and the tents and patched-up tarpaulins that families live in have become increasingly worn out, according to aid workers and residents.
Shadia Aiyada, who was forced to flee from Rafah in the south to the coastal area of al-Mawasi, only has one blanket and a hot water bottle to use to prevent her eight children from freezing in the tent they live in.
Dare not light a fire
With nighttime temperatures that can drop to just a few degrees, she is afraid that the children will get sick. When they fled their home, her children only brought their summer clothes, she says.
We get scared every time we hear that it's going to be rainy and windy days because our tents are lifted by the wind. We're afraid that strong winds will blow our tents down one day when we're inside, she says.
The UN warns that people living in insecure provisional shelters may not survive the winter. At least 945,000 people need winter supplies in Gaza.
Omar Shabet, who was forced to flee from Gaza City and lives with his three children, dare not light a fire outside his tent. He is worried that his family would become a target for Israeli fighter jets.
We go into our tents after sunset and don't go out because it's very cold, he says.
Needs Israel's approval
The UN agency for Palestinian refugees, Unrwa, has been planning for winter in Gaza all year, but the aid they have managed to get into the area is "not even close to being enough", says Louise Wateridge, spokesperson for Unrwa.
About 22,000 tents have been stuck in Jordan, and in Egypt, 600,000 blankets and 33 trucks with mattresses have been stuck since the summer because Israel has not approved the deliveries, according to Wateridge.
More than 45,000 Palestinians have been killed in the war in Gaza, according to Gaza's health department. Nearly two million Palestinians have been forced to flee.
