In March last year, the Gaming Inspectorate issued a warning and a fine of 100 million. The reason was that the state-owned gaming company had not, according to the legislation, acted sufficiently in its duty of care towards players who had lost large sums and had excessive gaming.
However, the Administrative Court in Linköping comes to a different conclusion, although the court believes that it is clear that the players in question had excessive gaming. The rules at the time were not such that Svenska Spel can be accused of having failed in its duty of care, the court believes, thereby overturning the Gaming Inspectorate's ruling.
