The government signed the agreement with Estonia in June last year, but the proposal also had to be approved by the Riksdag.
Since it involves transferring the exercise of authority to another state, the law needed to be approved by at least a three-quarters majority. This was also achieved because the Social Democrats supported the proposal.
Up to 600 prisoners will now be able to serve their sentences at the prison in Tartu. The aim is to help alleviate the serious shortage of space within the Prison and Probation Service.
"We are still negative about this proposal, but it is important to adjust to the situation," said member Lars Isacsson (S) in the parliamentary debate.
The agreement enters into force on July 3, 2026.
