Slottner tells Ekot that in some cases he has "failed" to report a conflict of interest. New guidelines for ministers have been in effect for six months, stating that it may be preferable for ministers to refrain from owning shares. Those who still have shares should "never participate in the preparation or decision-making" of companies in which they have them.

The guidelines were updated after Ekot revealed circumstances surrounding four ministers' shareholdings and government decisions.

Slottner was then involved in decisions about a wind farm linked to Eolus Wind, in which he owned shares. Since then, he has participated in four more decisions related to the company without reporting a conflict of interest.

The Social Democrats' party secretary, Tobias Baudin, believes it is "very serious".

"Ulf Kristersson must answer whether he still has confidence in the minister. The ultimate responsibility lies with the Prime Minister."
