A spokesperson for China's Ministry of Commerce justified the measure as a response to new EU sanctions against Russia, which affect 14 Chinese companies.
China's restrictions include a general ban on exports of goods and components with multiple uses to the 14 companies. The ban also applies to Chinese companies overseas, and exceptions will only be granted in special cases.
The EU, critical of China's stance towards Russia despite the war in Ukraine, has also accused China of dumping state-subsidised goods in the EU.
Talks are underway between Brussels and Beijing, with the aim of a trade deal in October.
