Nearly half of the shelters, which are often privately run, have closed, according to a report from May this year.

KD, which is responsible for the Ministry of Social Affairs, where the issue lies, wants the permit requirement to be paused.

"We want a moratorium, an emergency stop to the permit requirement so that we can stop the rapid and uncontrolled closure of shelters for women and children. We will take the initiative for this as soon as the Riksdag opens," says KD leader Ebba Busch.

The aim of the reform was to stop unscrupulous operators and increase the quality of the accommodation. The government has defended the permit requirement and said that businesses that want to meet the requirements can apply for government support.

It has produced some unexpected and unwanted results, says Busch, calling the closures "unacceptable."
