"President Trump and I, along with others in the administration, have come to the conclusion that certain improvements can and should be made. That's exactly what I'm going to do here," he said at a press conference in Minneapolis.
Homan promised to "restore law and order" in the city, while also saying he would deal with federal agents who are not behaving properly.
"Have codes of conduct"
If they don't, they will be dealt with just like any other federal agency. We have codes of conduct.
Homan's remarks were his first to reporters in Minneapolis since President Trump sent him to the city to lead the effort.
At the same time, he emphasized that the number of federal agents from the immigration authority and the immigration police, ICE, should only be reduced when state officials cooperate.
In addition, he said he has "zero tolerance" for protesters who try to stop federal efforts against undocumented migrants.

In recent weeks, two people in Minneapolis - both American citizens protesting the hunt for undocumented migrants - were shot dead by ICE and federal border police agents, sparking strong protests both locally and elsewhere in the United States.
Homan also said that the government will continue its efforts against people who are in the United States illegally.
