The Swedish Schools Inspectorate's oversight has been so weak due to the municipalities being in charge of direct oversight at preschools, while the Swedish Schools Inspectorate is supposed to ensure that the governing bodies do their job. But the setup is malfunctioning since the municipalities have such varying prerequisites, assesses the Swedish National Audit Office. A solution could be to transfer the entire oversight responsibility to the Swedish Schools Inspectorate, according to the Swedish National Audit Office's press release.
The Swedish National Audit Office also assesses that the state support to preschools is insufficient, and that the Swedish National Agency for Education therefore needs to strengthen the support.
