The doctor, who is in his 30s, applied in January this year for permission to work as a general practitioner in Norway.
His application was granted despite being in custody in Sweden in a case where he was accused of raping several patients. This autumn, the verdict was handed down and he was sentenced to eight years in prison.
The man admitted to some of the charges, but claimed the rest was necessary treatment.
Cathrine Lien Jensen, director of the Norwegian equivalent of the National Board of Health and Welfare, tells VG that they would probably have waited to process the man's application if they had known about the legal process.
Last year, another Swedish doctor's application was also approved - despite the fact that he had been convicted of sexual assault on two patients in Sweden.
