Trump demolished the East Wing of the White House in the fall of 2025 to make way for the costly, pillared ballroom that is intended to be at least as tall as the White House.
Since then, the construction has been caught up in legal proceedings, and a lower court previously ordered that work be stopped due to a lack of authorization from Congress. The Trump administration has appealed.
The court emphasizes that it is not stopping the construction, only that approval is required.
“This decision does not necessarily mean that the defendant is not allowed to build the ballroom,” the decision states.
