The report was submitted to the government on Friday, but since much of it is classified, Klas Friberg cannot explain everything he has found. But there are improvements to be made.

It's about safety culture, it's about uniformity in regulations, routines and training. We also think we need to clarify management responsibility within the Government Offices.

In recent years, there have been several high-profile security incidents. Former national security advisor Henrik Landerholm forgot secret documents at a course campus and left his mobile phone at the Hungarian embassy. A government official forgot a folder with classified documents in a toilet at Arlanda Airport, and another official leaked information about Sweden's NATO strategy in a loud phone call at the airport.

However, Klas Friberg, who says that the review was appointed due to the "deteriorating security situation", does not want to comment on how those incidents could have happened.

We have not formed any views whatsoever on shortcomings in individual cases. This has not been the basis for our review. But what we have found is that working with security is a delicate task.

Klas Friberg says that security work has improved in recent years because it has been centralized, and that it has also improved over the past six months while the review has been carried out.
