Segregation, where inmates at Sis-hem are locked in isolation rooms, has received criticism from Ivo, the Ombudsman and children's rights organizations, among others. This criticism is partly because of how they are used, and partly because of the procedure itself.
In its report, the authority itself states that every third separation and physical intervention “could have been prevented.” It suggests, among other things, improved staff competence regarding their authority and a strengthened ability to prevent violent situations.
"What we see is that we can further strengthen the conditions to reduce the need for these measures," says Birgitta Dahlberg, Director of Youth Welfare at Sis, to TT.
