Several patrols were alerted to Lovön after a number of people were seen entering a restricted area at the roadworks by climbing over a fence.
Via the search for the people, the police use both a helicopter and a dog.
After more than an hour's search, four people have been apprehended, which is estimated to be all of them.
They are arrested for attempted theft.
