The police are alerted to a man who is running around outdoors in a residential area and screaming threatening things around him. Quite soon, it is decided to stop a car that is believed to be the man's current location after the initial alarm. In connection with the order to stop, he has driven away from the police again. Soon, it is decided to stop the vehicle by blocking it. Shortly thereafter, the man has been brought under control and handcuffed.
