The car driver's vehicle has been seized in accordance with TBL7.

TBL7 (The Act on Punishment for Certain Traffic Offenses, paragraph 7): A vehicle that has been used in an offense according to this law may be declared forfeited if it is necessary to prevent further such offenses and forfeiture is not obviously unreasonable. If someone has committed unauthorized driving, drunk driving, or gross drunk driving, it shall be particularly taken into account in the assessment of whether forfeiture is necessary to prevent further offenses if the perpetrator has previously committed such an offense.
