The head of Ukraine's state energy company Ukrenergo has also received the instructions, Zelenskyy said on X.
Zelenskyy referred to intelligence about ongoing Russian preparations.
The warning comes shortly before a new round of talks between Ukraine, Russia and the United States, which begin in Geneva on Tuesday. Ahead of previous peace talks, Russia has on several occasions launched major attacks on Ukraine to strengthen its negotiating position.
