Ukraine's president Volodymyr Zelenskyj has signed an agreement with the Council of Europe to establish a tribunal where the Russian leadership can be held accountable for the war of aggression against Ukraine.
It will require strong political and legal courage to ensure that every Russian war criminal is brought to justice, including Putin, says Zelenskyj.
The tribunal focuses on the so-called crime of aggression committed by the highest political and military leadership.
