Should Ukraine get access to Tomahawk, it could change the conditions for the war, and Zelensky's hope is that it can force Russia's president Vladimir Putin to the negotiating table.
The Kremlin has consistently claimed that it would mean an escalation of the war if Ukraine were to get access to Tomahawk robots and that it would damage the relationship between the USA and Russia.
