The budget contains proposals for the war to end on significantly less generous terms for Russia and with billions of dollars in damages to Ukraine to be paid by Russia.
The proposal does not mention whether Ukraine would fully regain the Crimea annexed by Russia or other territories seized by Russia, but the discussion on territorial issues is postponed until after an agreement on a ceasefire has been reached.
Earlier in the week, the USA presented a plan for a ceasefire in Ukraine that is, in practice, very favorable to Russia, where Ukraine is expected to give up most of the area currently under Russian occupation. The proposal also involves a formal recognition from the USA that the Crimea is now Russian – which is a change in the American policy.
However, Zelenskyj has rejected a legal recognition of the Crimea as Russian.
The Ukrainian Crimea was annexed by Russia in violation of international law in 2014, after Russian forces took control of the territory the same year. Russia's full-scale war of aggression in Ukraine began just over three years ago.
